The primary meaning of شَهْر in classical Arabic is actually the new moon when it’s first visible. So you can say رَأَيْتُ الشَّهْر I saw the new moon (i.e. the crescent moon when it first becomes visible). From there it came to have the meaning of lunar month, and now just month.
