There are very few verbs in Arabic of the pattern فَعِلَ , which have a verbal noun on the pattern فَعَل , which are transitive. عَمِل is one of them. According to al-Tahdheeb, the only other one is هَبِل to be deprived of (a son) by his death, said of a mother.
